Ian Serraillier was born on September 24, 1912 in England.
He and his three younger siblings were born in London to Lucien Serraillier and Mary Rodger. He and his wife, Anne Margaret Rogers, later settled in Chichester, Sussex, England, with their four children. After studying at St. Edmund Hall, Oxford, he secured an English teaching position at Wycliffe College. He published his debut work of children's literature in 1946.
